What the Resonance of Fate Enhanced Remaster adds
Steam says the Enhanced Remaster significantly expands the graphics options of the 4K/HD Edition, including native 4K output, HDR and support for 120 fps. Character and environment textures are upscaled, and a new 2x Game Speed feature lets you play at a faster pace.

The Enhanced Remaster is applied on top of the existing 4K/HD Edition rather than sold as a separate full game. Steam's requirement notes target 1280 x 720 with anti-aliasing off at minimum and 3840 x 2160 with anti-aliasing on at recommended spec.
